The basics of digital literacy begin to form at an early age, and as they grow older, digital literacy must continue to evolve, adapting to the rapidly changing digital world. The first (both in importance and in time) after the family cognitive social institution for most people is the educational system, or rather, the system of preschool education. The problem of increasing the digital literacy of preschool teachers, their willingness to use information technology in educational activities is clearly relevant. Studies have shown an insufficiently high level of digital literacy of future teachers. The goal of this work is to strengthen the digital literacy component in preparing future preschool educators. The authors of the article conducted an experimental study on the introduction of a new program of study of the discipline "Information Technology" at the Elabuga Institute of Kazan (Volga) Federal University. This program includes the following modules: "Interactive Didactic Games", "Animation Basics", "Programming Basics" and "Network Technologies". Based on an analysis of the design work for each module, as well as a survey of 68 respondents of different age categories who took part in the study, an increase in the level of digital literacy of future teachers in all indicators, an increase in the number of people wishing to use information technology in their professional activities, as well as a positive attitude of future teachers to the proposed program.

This paper revisits the thesis of a 1980 paper that suggested a new approach to educational administration based upon the New Sociology of Education. In particular it updates answers to the six key questions asked by that paper: what counts as knowledge; how is what counts as knowledge organised; how is what counts as knowledge transmitted; how is access to what counts as knowledge determined; what are the processes of control; what ideological appeals justify the system. These questions were foundational in the development of a socially critical perspective and a cultural approach to educational leadership and administration.

ภายใต้หลักการจัดการสมัยใหม่ที่ใช้เทคโนโลยีและการสื่อสาร (ICT) โดยเป็นซอฟท์แวร์ระบบเปิด ที่ให้โอกาสทุกคนสามารถพัฒนาโปรแกรมได้ จึงทำให้สามารถต่อยอดซอฟท์แวร์ เพื่อตอบสนองงานตามภารกิจของสถานศึกษาให้สมบูรณ์ โดยมีวัตถุประสงค์ คือ ก่อให้เกิดประสิทธิภาพและประสิทธิผลต่อการจัดการการศึกษา และส่งผลกระทบในทางบวกอย่างใหญ่หลวงต่อประเทศชาติต่อไป
โปรแกรม SMSS สามารถเข้าได้ทั้งบน Computer และ Smart Phone ผู้ใช้ปกติทั่วไป login ที่ http://xxx.xxx.xxx.xxx/smss (ค่านี้แตกต่างกันไปแต่ละ สถานศึกษา) ส่วนผู้ดูแลระบบ login ที่ http://xxx.xxx.xxx.xxx /smss/admin ซึ่งเป็นส่วนของการ จัดการระบบ สามารถ Login ไดเ้ฉพาะสิทธิ์ระดับผู้ดูแลระบบ SMSS เท่านั้นโดยโปรแกรมได้ออกแบบมาเพื่อช่วยงานครูและบุคลากรให้ทำงานได้สะดวกขึ้น มีการแบ่งเมนูเป็น 4 ฝ่ายตามการบริหารงานคือ

Abstract: การวิจัยครั้งนี้มีวัตถุประสงค์ คือ ๑) เพื่อศึกษาสภาพคุณลักษณะภาวะผู้นำ ๒) เพื่อศึกษาแนวคิด ทฤษฎี และหลักธรรม ที่เกี่ยวกับกลยุทธ์การพัฒนาภาวะผู้นำและ ๓) เพื่อเสนอกลยุทธ์การพัฒนาภาวะผู้นำตามหลักพุทธบริหารการศึกษา สำหรับผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาภาคกลาง เป็นการวิจัยแบบผสมวิธี คือ ๑) การวิจัยเชิงปริมาณ เป็นการใช้แบบสอบถามผู้บริหาร มีกลุ่มตัวอย่างจำนวน ๑๑๘ ๒) การวิจัยเชิงคุณภาพ ใช้แบบสัมภาษณ์ ผู้ให้ข้อมูลสำคัญ จำนวน ๙ ท่าน ผลการวิจัย พบว่า ๑. สภาพการคุณลักษณะภาวะผู้นำของผู้บริหารสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาภาคกลางโดยภาพรวม มีค่าเฉลี่ยอยู่ในระดับมาก ในด้านภาวะผู้นำ การเปลี่ยนแปลงด้านการสื่อสาร มีค่าเฉลี่ยมากที่สุด รองลงมา คือ ด้านการสร้างแรงจูงใจ ด้านการตัดสินใจ ด้านภาวะผู้นำเชิงปฏิรูป ด้านภาวะผู้นำตามสถานการณ์ ด้านพฤติกรรมภาวะผู้นำ ด้านคุณลักษณะผู้นำ ตามลำดับ ๒. แนวคิด ทฤษฎี และหลักพุทธบริหาร ที่เกี่ยวกับกลยุทธ์การพัฒนาภาวะผู้นำ สำหรับผู้บริหารสถานศึกษามี ๔ กลยุทธ์ คือ ๑)กลยุทธ์ด้านการตัดสินใจบูรณาการกับสัปปุริสธรรม หลักกัลยาณมิตร และหลักโยนิโสมนสิการ๒)กลยุทธ์ด้านการสร้างแรงจูงใจบูรณาการกับหลักสังคหวัตถุ ๔ หลักพรหมวิหาร ๔ ๓)กลยุทธ์ ด้านการสื่อสารบูรณาการกับ หลักกัลยาณมิตรธรรม หลักสังคหวัตถุ ๔ ๔)กลยุทธ์ ด้านภาวะผู้นำการเปลี่ยนแปลงบูรณาการกับ หลักกัลยาณมิตรหลักปัญญา หลักโยนิโสมนสิการหลักสัปปุริสธรรม ๗ และ ๓. กลยุทธ์การพัฒนาภาวะผู้นำตามหลักพุทธบริหารการศึกษา มีองค์ประกอบด้วย วิสัยทัศน์ พันธกิจ วัตถุประสงค์ และแนวทางปฏิบัติ ในทั้ง ๔ ด้าน คือ ด้านการตัดสินใจ, ด้านการสร้างแรงจูงใจ, ด้านการสื่อสาร, และด้านภาวะผู้นำการเปลี่ยนแปลง ตามหลักพุทธบริหารการศึกษา สัมพันธ์กับองค์ความรู้ทั้ง๔ กลยุทธ์เชิงพุทธ และ ๑๖ แนวทางปฏิบัติในสถานการณ์ปัจจุบัน
Abstract: The objectives of this dissertation were as follows; 1) to study the state of leadership characteristics, 2) to study concepts, theories and principles of leadership development strategy, and 3) to propose a strategy of leadership development according to Buddhist educational administration for school administrators under Office of Central Primary Educational Service Area. The mixed research methodology was used in the study. The quantitative data were collected from 118 samples by questionnaires and the qualitative data were obtained by in-depth interviews with 9 key-informants. It was found from the study that: 1. The average state of leadership characteristics of school administrators under Office of Central Primary Educational Service Area was at a high level totally. Transformational leadership in communication was at a highest average level, followed by motivation making, decision making, reformation leadership, situational leadership, and leadership behavior respectively. 2. According to concepts, theories and principles concerning leadership development strategy for school administrators, there are 4 strategies; 1) strategy in decision making integrated with principles of Sappurisa Dhamma, Kalyanamitta and Yonisomanasikara, 2) strategy in motivation making integrated with principles of Sangahavatthu and Brahmavihara Dhamma, 3) strategy in communication integrated with principles of Kalyanamitta and Sangahavatthu, and 4) strategy in transformational leadership integrated with principles of Kalyanamitta, Pannā, Yonisomanasikara, and Sappurisa Dhamma. 3. A strategy of leadership development according to principles of Buddhist educational administration consisted of vision, mission and practical guideline in 4 aspects; decision making, motivation making, communication and transformational leadership. According to the principles of Buddhist educational administration, this strategy is related to 4 knowledge bodies of the Buddhist strategy and 16 practical guidelines in current situation.

บทคัดย่อ (Abstract)
การวิจัยครั้งนี้มีวัตถุประสงค์ 1) เพื่อศึกษาองค์ประกอบภาวะผู้นำการเปลี่ยนแปลงของผู้บริหารสถานศึกษา 2) เพื่อศึกษาความต้องการจำเป็นที่เกี่ยวกับภาวะผู้นำการเปลี่ยนแปลงของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครราชสีมา เขต 6 3) เพื่อสร้างกลยุทธ์การพัฒนาภาวะผู้นำการเปลี่ยนแปลงของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครราชสีมา เขต 6 และ 4) เพื่อประเมินกลยุทธ์การพัฒนาภาวะผู้นำการเปลี่ยนแปลงของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครราชสีมา เขต 6 ผู้วิจัยใช้วิธีการวิจัยแบบผสมผสานประกอบด้วย การวิจัยเชิงคุณภาพ ได้แก่ การวิเคราะห์เอกสารและการสัมภาษณ์ และการวิจัยเชิงปริมาณ ใช้แบบสอบถามในการเก็บข้อมูลกับประชากรและกลุ่มตัวอย่าง คือ สถานศึกษาในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครราชสีมา เขต 6 จำนวน 125 แห่ง ผู้ให้ข้อมูล ได้แก่ ผู้อำนวยการโรงเรียนหรือผู้รักษาราชการแทน ครู กรรมการสถานศึกษาและผู้ปกครอง นักเรียน รวมทั้งหมด 500 คน สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย ส่วนเบี่ยงเบน มาตรฐาน และวิเคราะห์จุดแข็ง จุดอ่อน จากค่าดัชนีความต้องการจำเป็น วิเคราะห์โอกาส ภาวะคุกคามและกำหนดกลยุทธ์โดยใช้รูปแบบของ SWOT Matrix และประเมินความเหมาะสม และความเป็นไปได้ของกลยุทธ์จากผู้ทรงคุณวุฒิผลการวิจัยพบว่า
1. องค์ประกอบภาวะผู้นำการเปลี่ยนแปลงของผู้บริหารสถานศึกษา มี 5 องค์ประกอบ คือ การมีอิทธิพลเชิงอุดมการณ์ การคำนึงถึงปัจเจกบุคคล การกระตุ้นทางปัญญา การสร้างแรงบันดาลใจ และการมีพฤติกรรมทางจริยธรรม
2. ผลการวิเคราะห์ความต้องการจำเป็นในการพัฒนามากเป็นลำดับที่หนึ่ง คือ การมีพฤติกรรมทางจริยธรรม โดยมีค่าดัชนีความต้องการจำเป็น เท่ากับ 0.27 รองลงมา คือ การกระตุ้นทางปัญญา การสร้างแรงบันดาลใจ การคำนึงถึงปัจเจกบุคคล และการมีอิทธิพลเชิงอุดมการณ์ โดยมีค่าดัชนีความต้องการจำเป็น เท่ากับ 0.26, 0.25, 0.20 และ 0.19 ตามลำดับ
3. กลยุทธ์การพัฒนาภาวะผู้นำการเปลี่ยนแปลงของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครราชสีมา เขต 6 มี 5 กลยุทธ์หลัก คือ กลยุทธ์กระตุ้นพฤติกรรมทางจริยธรรม กลยุทธ์ส่งเสริมการกระตุ้นทางปัญญา กลยุทธ์ส่งเสริมการสร้างแรงบันดาลใจ กลยุทธ์มุ่งเน้นความสำคัญของปัจเจกบุคคล และกลยุทธ์เสริมสร้างอิทธิพลเชิงอุดมการณ์ โดยมี 19
กลยุทธ์รองและ 92 แนวทางปฏิบัติ
4. การประเมินกลยุทธ์ ความเหมาะสมและความเป็นไปได้ในภาพรวมอยู่ในระดับมากที่สุด ซึ่งความเหมาะสม มีค่าเฉลี่ยเท่ากับ 4.84 และความเป็นไปได้ มีค่าเฉลี่ยเท่ากับ 4.75
